Default Bearing or Tire Noise

I'm a Newbie who recently purchased a 2003 Camry with 79,000 miles. Car looked great and I did not test drive over 65 MPH. After purchase I found a high pitched noise when traveling over 65 MPH. Can't tell if its the Chinese tires or a wheel bearing. Seems to come front RH side but can't tell if it's front or rear. Any suggestions? CVC joints appear okay and two trips to Toyota did nothing except cost me. They said traffic was so bad they couldn't do 65MPH so they suggested a 4 wheel alignment and tire balance which they did but noise continues. Sometimes I feel a possible front wheel grinding at low speed.

I'm just wondering why it didn't work on 4 wheel alignment, I have same problem 2 years ago, I guess it depends on the tire.
