Cold motor low idle issue

This is my first post so please feel free to correct me is doing anything wrong.
My car is an 95 Camry,5S-FE, 142,000 miles.
The Problem started once and a while, now pretty much all time. Starts fine but i have to keep foot on gass for 1-3 min depending on how cold motor is.
I have cleaned IAC valve and can hear it cycle when holding connector on and taking off, feel pretty confident its not sticking. Once its some what warmed up runs great. Seems like a temperature sensor of some kind. Once running, holds running temperature great, fans come on when needed.
Can a sensor work for hot and not cold?
(i am in calif so when i say cold am talking 40s not -20)

Thanks

There is a coolant temp sensor for the computer. The AutoZone website may have info on testing the sensor in the sites vehicle repair guide section.

Ok will check there web site, at least now it never works so what ever is not working should be easier to find.
thanks for response

checked resistance of coolant and air temp sensors both read very close to spec, may have to face fact it may be IAC, guess will take in tomorrow don't think i want to deal with replacing myself
