Idle drops at stop, near stall.

Default Idle drops at stop, near stall.

I've tried everything, anyone have any more ideas? 98 camry stumbles at stops. Idle drops to near stall. Changed the following: air intake hose, cts, tps, iacv, fuel filter, upstream o2 sensor, ignition coils, plugs, new thermostat (previously). No check engine light and diagnostics inconclusive. Started by just cleaning the throttle body and went on from there. also my fans constantly run when key in on position and continue till turned off?

How is the engine power other then idle.

Vacuum hose leaks, EGR valve stuck slightly open, exhaust leaks, plug wires?

shop said egr operating. Wires are good. New battery that I forgot to mention previously. Also, car was working great for about a month after cleaning the iacv, then I went through a 8in deep puddle and she didn't stall or hesitate going through, but began stumbling at idle , all gears, including neutral. Had the transmission flushed, oil change, and a moisture out fuel clean just in case. Maf sensor was done, but no change, so took it back out.

Is the only issue is the idle? Did the engine idle OK until going through the puddle?

The fans are controlled by a coolant temperature switch on the lower part of the radiator. The switch turns the fans off (not on). Check the wiring to make sure the wiring to the switch has not become disconnected.

The fans also cycle on/off with the A/C compressor.
