I have a 99 toyota camry 2.2Ltr 4cyl. I was wondering if 2000 corolla tail lights will fit?

They won't, cause the trim package really differ for 1999-2000 Camry / Corolla models. Even taking into consideration that these models did not undergo any significant changes in the appearance during those years, the tail lights still won't fit, because the shape is different.
