Toyota Camry 1989

Hey everyone, I have searched high and low for any information I can and so far nothing, hoping someone here might be able to help with the problem. My Toyota Camry 1989 4 cyl is over heating alot, when I had a look I noticed netiher of the cooling fans are running. I checked fuses and all seems ok there, what could be the problem? Thanks:)

Does the car have A/C and if so do the fans start up when the A/C is turned on and the A/C compressor is working?

The coolant system has a temp switch controlling the radiator fan. This might be on the lower part of the back of the radiator or on the coolant manifold attached to the cylinder head.

The radiator and AC fan power may have fusible links in the power wires. 30A labeled RDI and CDS.

Also check the ECU 16 fuse.
