Default Won’t rev up

I have a 2003 Camry demolition derby car. Last fall I put the front bumper thru the radiator and lost all my tranny fluid. It sat inside until I pulled it out in January. 2 weeks I pulled it inside and it started right up and I could rev it up. The only thing done to it was a radiator was put in it, a header put on, tranny fluid added, water added and we welded on a bumper, with the battery unhooked, and now it barely starts and I have no gas pedal. Any ideas?? I have no way to scan it and the dash is gone

The throttle system is electronic and not mechanical. Both the accelerator pedal and the throttle body are connected to the engine computer.

Typically, if the battery was disconnected the throttle system needs to relearn what the ideal speed setting. However, one should still have a working throttle.

2007 camry has not throttle - Search

Check for a stuck throttle plate. Check plug connections at throttle and peddle.

Any chance the welding current made its way to the car's electronics? Was the welding ground connected to the bumper?

Usually when the throttle does not work the throttle body is the issue.

If dash is out but can still start the engine the wiring must be intake enough. Is the OBB plug still there? A scan might produce a lot of codes due to no dash but then might produce a code related to the throttle system.
