i have a 04 camry i wanna put 20 inches on it....but can i still lower it 1inch in the front and 1.5inch in the back with the 20's and still not rub?

or should i go with 19's ?

if so...what offset and rim size and lowering springs do you recommend?

I think you can go 20s, and lower the car...i have my car lowered on 18"s. I think the most you can do is 20 x 8s. My 18 x 7.5s are almost out to the edge. It also depends on the offset. You might end up going with 25 or 30 series tires as well. I wouldn't want to hit a pothole in that car but I'm sure someone can make it work and there are 20" rims that will work on a car lowered as much as you want to lower it.
