Were the repairs an attempt to fix the peddle going to the floor?

If the fluid in the master cylinder reservoir became low enough to allow air into the system at this location the master cylinder needs to be bench bleed. Basically this is removing the brake lines from the cylinder then bleeding much like as with brake cylinder. Plug the holes with fingers when the pedal is released. Do this 3 - 4 times to remove air.

Then bleed brake cylinders stating with the brake furthest from the master cylinder.

If the car has VSC and still has problems after bleeding Toyota connects their electronic tester to activate the system for bleeding.

The master cylinder can also fail resulting the pedal going to the floor. Assuming no leaks in the brake system, etc.
