99 camry with 17in solara rims STRUT ISSUES

I have a 1999 Toyota camry with 2006 Toyota solara rims on it. I had the rims for years, I had a tech add air to it, but now its making an awful rubbing noise while I drive. SO I don't know if I need to switch to lower profile tires or new struts, if I need struts what do u recommend????

PLEASE HELP!!!!
