My girlfriend has a 07 Camry. She has complained about dim lights. No big deal I thought. So I started by restoring the lenses and the results were minimal. Next I got Sylvania Ultra white bulbs. Light output still wasn't to par. I finally got a HID kit (Kensun 55w 5000k) and they still aren't as bright as they should be! I've put hids on my vehicles and notice a major improvement...but not with this Camry. What am I doing wrong?? Any suggestions? Help!!!

Is the bulb dim (perhaps low voltage) or the light transmitted from the housing low?

The headlight lens may too clouded. The lens may also be of the type that focuses the light and restoring it may change the focus.

Consider if replacing the light assy may do the job. Rockauto and other internet sites sell them at reasonable prices.

I have done this and the results were excellent in improved illumination.
