If its "fluctuating" how bad is it? if its about a mm or once in a while it will jump 100-150 rpm it is normal. I just got an 01 camry and my Ex has a 2009 Corolla and they fluctuate like that. But if its bouncing all over the place its a number of issues. What year is the Camry and whats the engine size? Possibly grab a video cam and record the bouncing so some of us can get a better idea of what its doing.
