I havent done any suspension work myself, but i believe all you need to lower it is to swap the springs with lowering springs. This needs to be done professionally unless you have the special pressure clamps to compress the springs in order to remove the strut mounts. If so, you will have to remove the struts, compress the springs, remove the strut mounts, remove the springs, replace with the lowering springs, compress those springs, put back the strut mounts and re-install the struts. There are alot of knowledgable people on here so please let me know if im forgetting anything. Peace.

yeah thats what i figured, i just didnt know if my struts had to be upgraded when i added the springs, whats a good brand of spring for a slight drop maybe 1.5.

here is a link to B&G and Eibach lowering kits for the 98 Camry. Eibach is better, but the only thing is that it dosent tell you the lowering height on the page. I know that the Eibach Pro-kit stage 1 goes to 1.5. lowering kits

ps, I just went to the Eibach website and they only make one lowering kit for your car, the part # is 8249.140 but they only lower to 1.2

Make sure the springs are designed for use with the original struts.

The new springs need to be as long as the old ones to take up the same space between mounts.

Look at the photos, the top of the spring is often a much smaller coil diameter.
