Default '92 Camry XLE V6 Air Direction Valve Issue

Hello,
My 1992 Toyota Camry XLE (V6, 101000miles) has an air direction control issue. I am not able to direct the flow to the windshield, nor to my face, nor to the feet. It seems that most of the air flows to the side window. I think the control valve is vacuum powered. I checked all the vacuum hoses and connections in the engine compartment. There are no leaks there.
My questions are:
What do you suspect?
Where is the air direction control valve?
What do I have to do to access it?
Your help is very much appreciated.
