2007 Toyota Camry
I have a 2007 Camry that the door locks and dome light and the fog lights and key minder are not working. My tech is thinking it is the Body ECU but I would like to know before spending 1000 dollars.

All those items are controlled by the body ECU.
The tech should be able to test if the body ECU is working or not for most of the individual items you listed. This is in generating a signal. Typically, the ECU functions by grounding an electrical circuit to turn on a relay or complete a circuit.
If bypassing the ECU to turn on the fog lamps has them work, then this leaves the ECU or its control switch as a possible issue. The fog lights are good start as the relay is located in the engine compartment and can be easily bypassed.
The non-working items may have common ground wire points to chassis. A bad ground can cause all sorts of electrical issues.
