what is the toggle switch under the dash of my 91 camry for?

Did you buy the car used, does the switch look factory installed?

I did buy it used and it does look factory.

It activates the ejector seat. Press it only in the event of an emergency, and be sure you have your parachute packed and ready to deploy!

Seriously, could it be for fog/driving lights?

If under the dash and not readily available when driving might be an ignition key switch (owner installed).

Try starting the car with the switch one way and the other.
