Default 97 camry still misfires and changing coils and plugs

I have a 97 4 cylinder Camry that developed a misfire and began to run more and more rough I had it scanned and it read misfire on 1 and 3 so I changed the coils and then the plugs and the problem hasn't gone away and I had it scanned again with the same results, had the codes cleared and they came right back. Could it be bad coils or could it be possible jumped time

Maybe the fuel pump needs changing? Is there a buzzing sound coming from underneath the middle of the car where the fuel pump is?
Other idea is the O2 sensor.

Could be something other the ignition system

Low fuel pressure (fuel pump)
EGR valve issues
Injector plugged
Compression (not common)
Valve clearance (not common)
Valve timing (not common)
Mass air flow meter
Engine coolant temp. sensor (reasonable common)
Open or short in engine wire (not common)
ECM (not common)

Pickup some service info and check the electrical items.
