Default my 1995 camry keeps overheating

My 1995 toyota camry 4 cylinder has been over heating for the past 2 years.

It keeps overheating especially during summertime; when im off the highway after driving for 50+ miles the first or second street light, the temperature rises high beyond the point of normal or medium high.

The fans are turning on, i can hear them, they turn on for 30-45 seconds them turn off then turn back on over and over.

Ive already changed the radiator twice, changed the radiator switch, thermostat, fan relay. And no luck it still keeps doing the same problem.
The water pump is working fine since it circulates. Ive noticed the upper hose sounds like its boiling when its overheating. I just recently heard about the Engine Cooling Temperature sensor and the ECU. Can it be one of those? i havent changed any of those? theres one with a green clip(left) and one gray/white (middle) and to the right is where the radiator hose. Can it be any of those?

How would i know if its a blown head gasket as well? Please any information would be great im getting sick and tired of this problem No one has been able to figure it out i will almost pay you if you can figure it out lol
