'02 - Code p0420 and p0430

I have an '02 Camry 3.0L and I've replaced both cat converters with toyota converters, all 4 O2 sensors checked the wiring and ECM. After the codes are cleared they come back within 5 miles. Anyone have any experience with this?

Did you use the correct sensors for the cars emission system, Federal or California?
