Default 1993 Camry

A friend of mine has a 1993 Camry, the car revs out perfectly in neutral or park, but doesn't when it is placed in drive, I floored the accelerator and no power. At first I thought it was the cat. converter, but have since ruled that out. My thoughts are if it was a transmission problem the engine would rev in drive but the car wouldn't go anywhere in a hurry. Any insight into what might be causing this problem would be greatly appreciated.

Check trans fluid level.

Make sure the shift control level is actually moving the lever on the trans and the shift control cable has not been damaged.
