Default 93 v-6 no start

just bought a 93 XLE with V6 at an insurance auction. 291,000 miles -- nice car -- except, with the battery fully charged when you turn the key on everything gets power except the starter does NOTHING -- no relay click, no solenoid noise -- NOTHING

I had one do this once before and it turned out the doors had been locked with the Key Fob and unlocked with the key, therefore the alarm / start kill was still activated until you unlocked it with the Fob -- now the problem, I don't have a Fob for this car, only a single key. How to see if this is the problem with this car? How would I get a new Fob and program it.

The hood is slightly pushed up in the middle, I wonder if the sensor that detects the hood open on the alarm system is not being depressed.
This car was bumped easy in the nose so I don't think the wreck is the problem, does a Camry have an inertia cut off switch?

Could also be inhibitor switch on trans shifter.
