Default 99 camry Heaters

Hi,

My question is about the heaters in 99 camry LE and the problem (I think it is a problem but maybe it is how it is normally ?) is unless the fan is on the highest option the car is not warm, I am feeling very cold. I dont hear the fan unless it is on the highest. But interestingly, when it is on the highest, It warms up very well.

Is it normal ? Shouldnt it warm up when it is on the lower levels ?

Fan speed is controlled by varying DC voltage to the fan motor.

Lower speed settings run the cars electrical power through resistors to lower the voltage. The high speed setting bypasses the resistors to allow full voltage at the motor.

It is common for these resistor to fail. They are grouped together in a pack installed in the heater duct above the fan housing.
