Default Bad thermostat? Car running cold.

Hey All- My wife's '98 Camry (4cyl. automatic) is running cold. I know that sounds strange, but lately (and only sometimes) the car won't reach normal operating temp (temp gauge stays just barely above cold, and usually it stays just under halfway), and the heater/defroster doesn't blow very hot when this is happening.
I'm thinking the thermostat is sticking in the open position? I've never had a thermostat go bad on any of my vehicles (I've owned 15 different rigs in my 43 years), so I'm not completely sure if that is the problem. Any advice or input is greatly appreciated. that appears to be the case, though. it's cheap replacement. after done, you MUST purge air out of the system.
in the interim, place cardboard in front of radiator, to reduce air flow.
