Default Catalytic converter readiness

Hey all! Please excuse me for my lack of knowledge on toyotas, my mother has a 2000 camry 2.4 (I believe??) and when she tookit to have have emmissions tested, theyplugged the scan toolto the OBD2 port and saw thatthe catalytic converter was not ready yet, so they failed her.Any ideas on what could cause this? When I plug in my Actron scanner it tells me that there is no faults....I do not know if these 4 cylinder engines have any type of air injection system connected to the exhaust. Is it possible that the cat is bad already with a little over 60,000 miles on the clock. What is your experiences with this? Any advice would be greatly appreciated.
Thanks,
06grayrex

Was the car fully warmed? How long was it driven before being taken to inspection. This may be that the CAT and/or the O2 sensor(s)had not had enough time to fully heat.

Her Camry was driven about 15-20min prior to the inspection, so I know that car was at operating temp for both inspections. Still to this day no CELs have came on, however, her battery went dead and was replace about a month ago...So I really do not know if that would have caused a trouble code because of trying to start the car with a very low to dead battery......Tonight I will hook up my scanner again to see if any codes are present, but I doubt there will be.

cat readiness is if its ready to run the cat moniter (test) on it by the ecm now, i think the cat on that veh is 2 trip diagnostic meaning it take 2 trips around 30min long and some speed over 55 twice or u have a pending or history code that most aftermarket scanners will not show usually they just show present codes and no ur cat should be ok as long as u have been driving around for awhile with the cel on.
