Is Fuel Pump Bad?
Prior to this project my car ran fine. It's a 1995 Camry wagon 3.0L. I replaced the three fuel lines and in the process removed the tank from the car. After reinstalling everything I'm having a problem with the fuel pump. I bench tested it and it vibrated, can't say it was pumping. Reinstalled it and jumped it at the tank and it vibrates but nothing is pumping. I opened the first fitting at the fuel pump expecting fuel to spray out, but got nothing. Do fuel pumps typically fail like this? Is it time to replace the pump components?

When testing, is the wiring polarity correct to the pump?
Is the pump filter installed properly.
There should be check valve in the pump to prevent drain back, perhaps it is stuck closed.
How much fuel is in the tank, perhaps the level needs to be higher for the pump to prime itself.
You could try carefully pouring gas into the exit pipe fitting to fill the pump up (pump off of course). This may help prime it.
Don't run the pump more then 10 seconds dry or damage could result.
