Did you check the battery, battery cables, etc?
If you have jumper cables, run one cable from the battery negative terminal to an unpainted area of the engine such as large bolt. Connect the other cable to the positive terminal then carefully touch the large wire terminal on the starter motor.
If the starter now works (often questionable on rebuilds) the issue is the battery cable or terminals, etc.
If your going to try to return the old starter might work backwards, connecting the cable first to the starter (or have some hold it there) to prevent signs of arcing on the terminal.
If a Toyota alarm it will go off when the battery is reconnected. Try locking all the doors then unlocking the drivers door with the key.

Also I checked the battery with my charger/ tester . It said it was good I wonder it it reads correctly or accurate tho..also I changed the terminals before I.changed the starter bc the ones before were brittle and broken so o hoped that'd be the prob, which it wasn't.
Well I tested the starters the old one was a lot weaker acting probably would still work but I figure i might as well keep the new one . I did a bench test w both of em. So I reinstalled the new one and same thing happens . Car clicks and then alarm goes off. Seeing as how its aftermarket alarm I guess ill have it disconnected and see if that's what is stopping it. Hopefully I won't have to get the ecu or something reprogrammed to get it to start. Lol for a back up car it sure is becoming a money pit lol..
If not for the aftermarket alarm would continue to advise you to look at the starter system. However who knows how the alarm is setup to disable the car.
A Toyota alarm even if installed by the dealer would not turn off the starter motor, the car would turn over but not start.
The alarm should be wired into the car as a secondary item and not connected to the ECU.
If you look under the dash there may be a switch or button to press to reset the alarm.
Most of these alarms are a box under the dash with some kind of wiring under the covers around the steering column to tap into the ign wiring. You should be able to tell which wires are not factory as they will stand out as being different. Different size, different colors, solid colors not colors with stripes, etc.
A Toyota brand alarm will have the same type of wiring as the chassis and be connected with a plug available grom the chassis wiring. Not installed with wire splices and electrical tape.
If you can find the box there may be brand name on it. Do an internet search on the brand for a possible manual showing how it was installed, how to turn it off, what the alarm actually does to the car, etc. Or call the manufacturer.
If you jump the starter on the car by running jumper cables directly to the starter motor electrical terminal and a ground point next to it this will bypass any alarm, car wiring, etc. If the starter works OK, the issue is with the wiring or possibly the alarm.

1. not sure why you even replaced starter. now you stuck with it as no one takes electrical parts back. click-click when key it turned is either low battery or bad terminals/negative. it's power supply issue, as bendix requires extra juice to pop out and engage flywheel.
2. now, with aftermarket alarm... that alarm came up and was loud is 1st indication that battery is good. for what it is, you have faulty alarm that disables power supply to starter and, very likely, fuel pump. easy to say, than to do, is to rip it out. now, I tried that a year ago on son's Civic, and gods be my witnesses, I had to disassemble half wiring, and still did not have it all right, so tangled that install was. try finding alarm fuse and disabling it. what it may end up in, unfortunately, is that it may have a safeguard and lock fuel and starting system in this case. any way to track down installer?
3. like Toyo said - jump starter. just CAREFULLY. if it all cranks - well, alarm it is.
