How to reboot the computer after leaving 2 fuses out once

I went to the dealer. Engine light - they said they updated the software and that got rid of it! Time will tell. Traction light - they said that comes on with the engine light.
parasitic draw - I had gotten down to 50 milliamps. But I had them look at it further as someone felt it should be more around 20-30. They said the spec is less then 52mA. 30-52mA? The interesting part is that they added two uses that were not in their place since I bought this certified used car? 7.5A/ S-Horn and 20A A/F. They said this brought it down to 49mA. I've had the car for about 6 years without those fuses. And the horn works if that what S-Horn is for?

Here's the latest... The smoke test was done. They said after considerable time looking for a leak, they found a very, very small one from the charcoal canister. Base price was $1,400 but could higher as the car has some rust, starting its life in northern climates. Like at least $2,000!!
The engine light only comes on when the car is started, not while its running. Noting this I surmised maybe it's timing thing, where the leak is present at a certain time during start up. I realize it's a stretch... When I start the car, I turn the key and wait until the gas gauge comes up and a chime comes on immediately after that. Then I start it. Now the light rarely comes on. And sometimes I forget to do this. Does anyone know what the logic and timing would be for this?

What happens if you just start the engine without waiting?
Have you had the trouble code rechecked to make sure its the same P056 code as before?
Is a Toyota dealer quoting these repair prices?
Is this car required to pass a smog test to get registration tabs?

The light still comes on whether I delay start or not. It's a matter of how often. It seems to come on much less often when I delay the start.
Same P0456 code
Dealer pricing, yes.
No state inspections. No Smog test.
