Exclamation What is this???

I was in a accident yesterday and I was checking under the car to see if their was any under carriage damage and I saw this but I don't know what it is or if this could have happen when I was hit. Please help

my thoughts if it is rubber ...the rear of the car

meant to be there ...is that the fuel tank filler side

a water /moisture / vapour outlet

..might be one on the other side as well ....depends

Do you mean the rubber splash shield behind the tire?

assumed that was the mud flap but it isnt

Could be a mud flap. The tire can be seen between the top of the "flap" and chassis as is the flap was pulled down.
