Default When to change brake fluid?

Hello, just signed up for the forms today... Quick question, I have a 1999 camry Le, I recently saw a video on YouTube of someone changing brake fluid, they did it two ways (sord of) one was just emptying the reservoir and the other was emptying the reservoir and bleeding the brakes. My brake fluid looks like a really dark brown color. My question is, should my fluid be changed? Are both ways of changing it equel? If I do need to change it, is DOT 4 and better than DOT 3?

I do not know when it was last changed (if at all) this car has been very well maintained but I think the brake fluid has been neglected.
I do know it has been over year...

the fluid reservoir cap should said the type of fluid , is not recommended to change the fluid types , it's recommended to do a fluid exchange every 3 years .
