1997 power window all fail after door repair
You should be OK doing this.
Reconfirm that the Power Fuse is OK and not blow due to a short in the wiring.
There is something going on with the power prior to the blue wire connections.
The power relay feeds the blue wires. The battery side of the power relay electrical switch contact is always hot (connected to battery). The integration relay controls the power relay solenoid that operates the power relay switch.
When the power relay switch is closed, power flows from the relay always hot contact through the switch to the window switches.
Note in addition to the master switch receiving power from the blue wire, each individual door switch does also. This allows independent operation of the door switches.
If you can find the power relay located behind dash next to dash fuse box. One relay plug terminal goes to ground (No 2 solenoid ground). One terminal will be hot when the ign switch is on (No 1 solenoid power wire whose power is controlled by the integration relay). One terminal will be always hot (No 5 solenoid switch connection from battery). One terminal will go to the blue wires (No 3 solenoid switch load wire).
You can jump the power relay switch by connecting the No 5 and 3 terminals of the power relay plug.
The power locks work on a different power circuit otherwise they would be dead when the ign key was off and power relay switch was off (open).

1. Hot wire the window motor, the motor is working normal.
2. Recheck all fuse, all good, particular attention was made to the door fuse.
3. Unable to find any relay under the coin holder area. The relays under the hood are all good.
4. all windows are not working, the power lock is working.

hot wire the window control blue line to the door fuse output side.
Thanks JP. It was not easy to get behind the the dashboard fuse board to get access of the relays. There are three of them, all removed and tested in good working condition. The window control blue wire remains no 12V. Check door fuse both side has 12V. Check window control blue line and the front seat wall blue line before it going outside of the door found the connection is not disrupted. I decide to hot wire the blue wire before it goes out of the door and the door fuse output side. The window controller gets its 12v, and all windows now are working. By the way, I find out the blue line has constant 12v, without turning the key to ACC.

The blue wire may have constant power because the tapped fuse has constant power.
If you can remove the power relay. Try to determine the pin numbers of the socket then check pin No 5 for DC power when ign switch is on.
There are 4 pins in the plug. Two pins (No 1 and 2) are appear to have a missing pin between them. Two pins (3 and 5) are next to each other.
Pin 5 is between 1/2 and 3.

There are three identical relays on the back side of the fuses board, i took them out and test them. they are all good. I can not tell which one governs the power window. I attempted to take out the whole board and it proved to be unsuccessful. After i did the hot wire to the blue wire. the windows all working. If it causes no harm, I will rest my case.
The power relay is an outside relay.

The tail light relay is located on one side of the defogger relay and above a harness plug connection for the integration relay. The power relay is located on the other side of the defogger relay and is NOT located above this harness plug..
