Open Camry car hood, found a power plug, never use it. Just wonder what is supposed to use for?

I saw some one that a power plug into the parking power pole in cold time in Winter, ... It seems to keep engineer warm and easy to start up in colder weather. No sure.

 

For the plug under hood. If its a male 120V plug it could be for the engine heater. If its a female plug/socket it could be for the cord for the engine heater. The cord plugs into the socket.

The cig lighter may require using vice grips to remove. Grip lighter, then rotate while pulling.
