Default 97 camry front license palte installation

The state law changed and requires now that the front license plate to be installed/displayed. My 97 Camry front bumper has no provision for such but only two tiny dimples. The back side at dimple location of the bumper can not be reached. So I can not determine the thickness of the bumper at that place. I asked Middletown Toyota and was told just to drill two holes. I am afraid of improper installation the bolts will finally crack the plastic front bumper after months on the road. Is there a right way to install such with what kind hardware? Thanks.

The front is held in place by those pointy sheet metal type screws not bolts. Drill a small hole then use a pan head phillips screw.

I think that's too simply you just need to be careful installing the bolts, if you know the procedure it will be very easy.
