Default 1997 Camry V6 has codes P0401 and P0402

My 1997 Camry V6 has codes P0401 and P0402. The VSV for EGR valve (part 90910-12174) passes the 9V battery test, it clicks when power applied to terminals.
What do I test next?

Do you check the actual functioning of the valve, as in when energized certain vacuum ports open and others close.

I blew into the in port and when I connected the 9V the air flow out switched from one port to the other

Check EGR position and temperature sensors and wiring.
