Default Back passenger door won't open

I don't know if the previous owner put the child safety lock on and now the door is jammed and won't open or if there is some other reason why it won't open.

Its unlocked and both in/outside handles pull open but the door won't open.

I'm guessing the panel won't come off without the door being open, is there any way around this?

Thank you in advance

When you pull the handle (inside/out) does it feel like there is some kind of latch or connection? Does it just feel loose like it is not connected?

Year of Camry?
Might be able to get most of the door panel free and reach in there and release it.
Getting some specifics on the year might help with the feasibility of getting in there.

Ever use a slim jim? A locksmith might be able to get that door open for you if they are familiar with cars.
