Default 1996 Camry - Cover under steering wheel is loose

It's been a while since I visted this forum. I bought this car from an elderly gentleman that who had to eventually move to a facility due to demenita. He was the first owner. But his memory is gone, so I come here for help.

I own a 1996 Toyota Camry, Automatic, 4 cyl engine.

Even when the older guy owned it, I noticed that the cover underneith the steeering wheel is loose. Maybe it needs more screws? If so, what type? I will attempt to upload a picture to show you what I am talking about. Thank you!

The cover is two piece. The bottom screws onto the top.

Find the correct screw driver and try to tighten the screws.
