This may be a dumb question, but in my 2005 XLE Camry, my factory fog lights never come on. I changed both bulbs & the upper small bulbs in the headlights. I looked at the 5amp DRL fuse and that seems to be in tact.

Any suggestions Am I looking at the wrong fuse?

Check FOG fuse and FOG relay.
