Question FRont suspension problems

I just found this one and it haden't been driven in years. the front end is shaking on the drivers side front also the wheels dont roll freely in nutural. it was buried in snow so I was woundering if the wheel berings or brakes might be the culprit. also when you look at the front of the car you can see a curved bar /rod under just behind the radiator possibly a tie rod or stering stabelizing bar can't seem to find it in the manual there is one like it in the rear but is tucked under the frame better this one hangs low but dosen't seem to be loose.

you said it was buried in snow, check to make sure there isn't snow on the inside of the wheels. When wheels get snowpacked, it throws off the balance causing a shake loans for automobile repair.

Raise each tire off the ground and rotate each to determine if any have unusual resistance to rotation, or a bend axle or rim.

Grab the tire at 3 and 9 o'clock and shake it to check for play.

If the car sat long enough perhaps a brake is frozen.

Wheel bearings are sealed.

There is a sway bar on both front and back. The front bar is held to the chassis by two brackets. Each end bolts to the lower control arm via links with ball joints.
