Default Transmission speed sensor 95 Camry V6- shift problem

I suspect my transmission speed sensor is not working due to shifting problems. Goes in reverse and forward but forward only when wheels off the ground and very slow even with giving it gas.

Pulled out. Very easy. Check voltage from female plug 12 volts. So good there. Checked resistance between sensor and ground. Tried all three probes 12 v, sensor and ground on sensor not knowing which is which. Continuity was 17 kilo ohms at most and should be in megaohm range about 5 according to what I read.

All this happened after I replaced the timing belt and drove it some but rotors were a little rusty and went fine for a while then only reverse. Reversed back home. 1 block.
Addressed rotors by cutting them and new pads still same problem. Half shafts fine. Trans fluid and diff fluid fine (color etc). Engine runs fine.

Is this correct?

Doubt a speed sensor would cause this situation. Find a service manual on this cars trans. The model is listed on a sticker drivers side door such as A-541E.
