The 1994 seems to have an ODDII port but as you state may be only partially compliant.

For the 1995 might look at the following wires for the ODBII plug.

Black = Battery
White = ECU pin 28 (SDL)
White/Black = Ground
Brown = ECU ground

This is for a 1995. These wire colors appear to be the same as a 1999.

Check Page 83 of the 1994 FSM. Look right above the ECU Pin 28 area for a Data Link Connector 3. The ODBII plug may only use a few pins thus unused pins may not be listed.

No dice. Got it all wired, OBDII readers don't even detect it. And I'm fairly sure the wiring is correct.

Now when I crank the engine sounds pitiful, hopefully it's something simple like fouled spark plugs and not something internal broken.

Not that it matters since i can't get the check engine light on haha.

Ok so a little update with a new problem you may be able to help me with.

I had some wiring boo-boos that I fixed and now the CEL illuminates when it should, but doesn't flash codes, nor does the OBDII connector detect the ECU

However the engine will now crank, catch and start, jump RPMs and then when it should stop at idle RPMs, the engine dies.

I've double checked FC, and IAC wiring and they're both right. Power to the fuel pump is not being cut when the engine starts, so I'm assuming it's still getting fuel once the engine starts.

I ordered a new ECU (wrong kind, but it should work for this purpose) to check to see if my current ECU is bad and that's why the OBDII connector won't work.

Any suggestions?

Will the engine keep running if you give it some gas pedal?

No, RPMs rise like it's reving and will die in the exact same amount of time as if I dont have the throttle open.

It's like the ECU is cutting power to my fuel pump...which is wired in to the same wire as coils, injectors and igniter, so it's like all those components are getting cut too.

However, to the contrary, voltmeter shows 11-12V throughout the entire ordeal.
