locked ignition
I have a 2000 camry with 1mzfe engine first had a problem with locking the car figured this out by realizing the drivers side door sensor needed a small piece of cardboard on the door so that there would be enough pressure for the sensor to activate and then we could lock it, all good, but then I went to start it up and the ignition wont turn i can insert the key and turn it but it stops between the lock and the ACC position. It's not the steering wheel locking/getting stuck as i can turn the key from the lock position unlocking the steering wheel. I'm thinking it's some sucurity problem. I have put it in neutral taken the handbrake of and moved it forward and back turning the steering wheel and the ignition but it's not turning. I have removed the battery also with no luck.

The is not a security issue.
The problem is most likely a worn lock or key. Try lubing the lock with spray lock graphite and another key.
If the lock, the cylinder can be replaced.
Sometimes having the dealer make a new key from the key code will solve the problem. The code was attached to the keys when the car was sold. It should also be stamped on the drivers door lock but this requires removing the door panel to access it.

we took the key to a locksmith who said the key looked worn he gave us some lubricant to try it, but it didn't work it's still stopping from turning any further.... We bought it used and there were no codes with the keys although in the warranty and service book it does have a key number written down is this it?

This could be it. Call a Toyota dealer, ask about keys codes for this car and give them the number. If it is the key code they can make a new key from the code. Then try the new key out.
I still suggest you find some kind of lock lube (don't use WD-40) that can be sprayed into the ign key, this may free up the "tumblers."

I found the answer on youtube of all places, I ended up taking the key inserting it into the ignition and then tapping it with the head of a screwdriver 10 times, the first time it didn't work, did it the second time and it worked.

Mine used to do that all the time! I used to take the key back out and flip it over to the other side then it would work. My wifes 07 hatchback was fine but then again her car had half the mileage mine had.
