"Just checked the fusible link and one side of it is continuous with both the pos and neg Battery terminals."

Is this the fusible link to 100A ALT fuse?

There is only one chassis ground point for the neg battery terminal.

Pos 12V from dome fuse goes to integration relay. Check for battery voltage at red wire side of dome fuse. If dome power is low could cause all sorts of electrical problems.

You could ground the return side of the dome light. This bypasses the light fad out system. If light is now bright then an issue with circuit grounding.

The other place to check is the 100A ALT fuse box wiring connections.

By fuse-able Link I meant the short pin next to the dome and ecu-b fuses

Also as stated earlier the Dome Fuse is dead and not putting out power so nothing from it is sending power to the integration relay. My post from yesterday (4/30/19) at 3:31 explains it best.

I have pulled the 100A ALT block out and the wiring looks fine, no corrosion or loose connections that I can see.

I found a complete used fuse/relay box online with all the relays and everything. Will pop it in when I get it. I hope it works because without a real diagram I have no way to chase wires for shorts.
