who know SMPS MPPS v5.0

i have a chance found the SMPS MPPS v5.0 in chinasinoy.com,

maybe it's a ECU chip tunning tool,

but i don't know what's this tool can do,

you know?

This is an interface cable to link the cars ODB plug to a PC computer USB connection. Would need the PC and software.
