Default 1999 Toyota Camry LE 4 cylinder 158,000miles

My 99 Camry doesn't hold idle unless I rev engine RPM above 5000 for about 2-3 seconds when I first start my car. Once I rev RPM about 5000-6000rpm, the idle stays on normal RPM and everything is fine.

The only concern is that every time I start my car and rev my engine above 5000-6000rpm for about 2 second, a puff of white smoke exit from exhaust.

Any suggestions are very welcome. Thank you for your time.

Does this problem happen engine hot, cold, etc.

What happens if you restart the engine after the idle returns to normal.

Suspect the Intake Air Control valve (IAC). This controls idle speed.

Did the white smoke start with the idle problem? Are you sure it is smoke and not condensation, take a whiff. If it smells like oil could be worn valve guides seals.
