2000 thermostat housing bolts!!

2000 thermostat housing bolts!!
Hi,
Temp gauge is climbing during hot weather.
I went to change the thermostat but saw the 2 bolts holding the housing on are corroded.
Anyone else face the same problem? I fear they will brake off...then what? Drill them out
