2002 V4 17 MPG on City??
nah that’s not right at all, check your car air filter, when the last time it had its spark plugs, wires distributor cap, rotor, fuel filter changed? Lower rpm does mean anything, unless you are speeding off when the light turns green. Also every 30000 you should get fuel injectors and induction cleaned out. make sure you don’t have anything heavy in the car, any subwoofers, amplifiers will increase weight that can reduce the car mileage, the more weight the harder the engine has to work to run. if you are using 87 octance, adding a fuel additive, you can get STP 3 for 3 dollars from pep boys or advance auto, it will also increase your fuel milage and last but not least check tire air pressure. thats all i can think off, try any of these. see what you have done or not.
I doubt your year Camry has a distributor cap or rotor. The fuel filter should never need changing and is probably in the tank and inaccessable. On an 02 the wires and plugs should be ok as well, but I would check the air filter.Additives add little value on mileage. How many miles on this car? My 95 gets about 27 Hwy/City so 17 city sounds bad unless you idle a lot in traffic. Certainly weight and tire pressure are big factors. Are you sure no one is stealing your gas? Is your math correct? Pull the plugs and see if they appear to be running rich - a sign of too much gas to air.
