97 camry help

My car sometimes has black smoke coming from the exhaust. All new spark plugs are fouled out and are black. The at idle is rough. The car sometimes jerks under 60 mph. Would you know the cause? Thanks David.

From:

Running rich. Check engine coolant temperature sensor (ECT) for proper resistance at operating temperature.
