99 Camry (Under hood fuses stay charged)
I installed a timing belt for my son. I found out later that someone pulled a relay.
I replaced the relay. (It got lost when they moved it to my house)
Now i have all of the fuses charged, even with the key off. The fans would come on when the A/C was on, now nothing.
Any help ?

What engine type 4 cylinder or V6?
Did you use the correct replacement relay? When un-powered some relay contacts are designed to either open or closed.
The ign key powers various relays to close them and allow power to flow. You might try pulling various relays until power to the now full time on components turns off.
The AC and coolant fan system may have 3 relays.
The should be a temp switch on the bottom of the radiator to turn the fans on if the coolant temp becomes too hot. Remove the electrical plug from the switch. With ign key on the fans should turn on when the temp switch is unplugged and stop when it is plugged in.
