Cabin Air Filter and Recirculate Mode

2014.5 Camry LE. Does the cabin air filter affect, filter, the incoming airflow only when ventiliation is in "fresh air" mode? Or does it also filter the cabin air in "recirculate" mode?

The filter, filters any air that is pusehd back through the filter. It could be air from outside the vehicle or air that is cycled through the vehicle.
