That just happened to me a month ago. The spring clips on the fuel door wear out and break and need to be replaced from time to time. To open the fuel door, have someone hold the fuel door lever inside the car up (like you normally would when trying to open it) and while its being help up, stick something through the side of the fuel door to pop it open (I used a coat hanger). Once you get that open (or before you do) go down to kragen and buy a spring clip for it (should be about $5). Its pretty easy to install, just see how the old one is attached and just remove it and attach the new one.
