The bumper is behind the bumper cover. Depending on model of tow bar one or both need to be removed.

Search internet for tow bars for your year/model car. Most manufacturers have a link to the instructions.

The cover is held on by screws and plastic fasteners on top and below. Look along on the top of the grill and under car along the cover edge of cover. One off will see the bumper.

Take caution as there are two air bag sensors behind the cover one below each head lights. If for some reason you need to use a hammer, don't bang away in the area or you could set off the bags. You can disarm the system by disconnecting the battery and waiting 90 seconds.

oh the rear bumper bar has air bag sensors
didnt know that

if i disconnect the battery this should not be a problem

this altise seems to be a whole bumper at the rear wrapping around
both sides to the rear tyre wells will try to get a pic up on here

the tow bar we are looking for is just the basic under bumper fit
not needing a square hold in the bumper

Sensors are behind front bumper cover, not rear.

If you disconnect battery then the airbag system is off. However the sensors may be a one time switch, meaning even if the system is off and the car hit hard enough head on the switch could set. Once set it would need replacing. So, system on or off be carefull if banging around with a hammer.

To access the area where the bar fittings are attached the front cover needs to be removed. The cover is not the bumper but a wrap around shield made of plastic. The fittings would then be attached and the bumper cover reinstalled. As you state the tow bar would then be under the bumper cover.
