Default P0500 trouble code problem

I took my 2002 Camry V6 LE with 45,000 mi. and no previous problems in for a Calif. smog check, when on the rollers, under load the check engine light came on and showed the code P0500 which is for the vehicle speed sensor. I took the car home with the check engine light still on and the speedometer and tach working. Got home waited 2 hours went out and started the car, and no light! Next day took the car back for a retest still no light, until on the rollers the light comes on with the same code. Now the light stays on with the speedometer still working. I checked the service manual I have for the 2000 Camry and it states that if the VSS fails the speedometer fails as well. I heard that it can be a false reading and that it can be the Throttle Position Sensor. it's easy to change ether sensor, but they're not cheap. If I replace the VSS is this going to cure the problem or ? I can't afford to keep replacing sensors chasing a fix. Sorry for the length of this post.
